You need to enable user rating, and allow visitors to add reviews via the plugin settings, under the Rating tab.
Also, when you check your review, make sure you use a different browser or logout, the user rating abilities won’t show for logged in authors.

Hi sorry Hesham, I put this question in the wrong place. So, I was still logged in in wordpress that’s why I wasn’t seeing the option to add a comment as a guest. User rating and visitors were allowed, though when I hit the + icon to submit a review now as a visitor (to test), nothing happens. I guess it has to be some incompatibility with the theme I’m using? If you don’t mind I’ll send you a message with more details.
Try to disable loading jQuery within the plugin settings, under the Technical tab.
Also, for now disable the User Rating Popup.

Ok, after checking the site, I found out that comments were closed!
Now it’s all good.
